Years ago, I was kind of annoyed by stores that require a deposit for a cart that you want to use.
Now, I feel differently.
So many times, I go to stores that don't charge for carts and they are everywhere! Yes, everywhere -- sometimes making it difficult to find a place to park.
A cart on the loose very seldom happens in parking lots of stores that require a deposit.
I will give credit to a gentleman that I saw on the weekend - he was just a regular customer, finished his shopping, then, as he was taking his 'non-deposit' cart back to the corral, he grabbed two other carts that were just loose as he went by them.
Now, this is not an earth - shattering thing that requires government legislation - but maybe more stores need to jump on the 'deposit' bandwagon or else hire people to gather up the carts more often.
