It's the inmates of a Filipino prison performing the dance from Michael Jackson's Thriller.  This was done a few years ago but has now resurfaced due to his death.  The inmates are apparently going to be performing it again soon as a tribute.  I feel sorry for the dude that has to play the girl friend... ;)
